NATIONAL SHOORA COUNCIL (NSC) ISSUES HUMANITARIAN APPEAL TO SAUDI KING SEEKING ROYAL CLEMENCY FOR SRI LANKAN CITIZEN SIVARASA ANUJAN
The National Shoora Council (NSC) has submitted, Saturday (19/09/2026), a humanitarian appeal to the King of Saudi Arabia Salman bin Abdul Aziz Al Saud, King of Saudi Arabia seeking royal clemency and compassionate consideration for Sri Lankan citizen Mr. Sivarasa Anujan, convicted and sentenced by a Saudi Court to five years of imprisonment and a financial fine of three million Saudi Riyals for publicizing contemptuous utterances insulting Holy Prophet Muhammed. Sentence is said to have been enhanced in appeal to a sentence of death on Anujan, yet to be confirmed.
The NSC is a home-grown and apolitical umbrella organization representing 14 national-level Muslim organizations in Sri Lanka
The appeal states that ‘while reaffirming respect for the sovereignty, laws, and judicial institutions of the Kingdom of Saudi Arabia’, the NSC has clarified that this appeal ‘does not contest or question the ruling of the competent judicial authorities. Instead, it is submitted strictly on humanitarian grounds, urging consideration of Mr. Anujan’s personal, financial, and family circumstances’.
The appeal signed by NSC President M M Zuhair President’s Counsel and NSC General Secretary Rasheed M Imthiyas Attorney at Law highlights key humanitarian factors for the Saudi ruler’s consideration on an urgent basis.
- Sincere Remorse and Repentance: Anujan has publicly expressed deep regret and genuine repentance via social media, seeking forgiveness and reaffirming his respect for the universally recognized status of Prophet Muhammed (peace be upon him) and the religious sentiments of Muslims.
- Context of Provocation: The incident arose amid sudden emotional reactions to material circulating on social media following a recent Hindu religious procession in East Sri Lanka. “While not legitimising Anujan’s reactions, the NSC has pleaded for absolute clemency referring to this young man’s subsequent remorse and apology as critically important mitigating circumstances for granting clemency.
- Severe Economic Hardship: Anujan is a modest-income migrant technocrat employed in Saudi Arabia and supporting a large family in Sri Lanka from his Saudi earnings. His absence places severe financial strain on his dependents, and he lacks the financial capacity to pay the heavy fine, leaving an economically vulnerable family without livelihood.
- Disrupted Life Plans: Prior to his detention, Mr. Anujan was preparing to marry a young woman from a low-income family in his village later this year. His current imprisonment has created profound uncertainty and distress for both families.
- Promoting Coexistence and Goodwill: As an organization dedicated to peaceful coexistence among Sri Lanka’s diverse Buddhist, Hindu, Muslim, and Christian communities, the NSC believes that a compassionate resolution will bring immense relief, foster interfaith harmony, and further strengthen the longstanding bonds of friendship between Sri Lanka and the Kingdom of Saudi Arabia.
NSC has forwarded copies of the appeal to Sri Lanka President Anura Kumara Dissanayake; Minister of Foreign Affairs Vijitha Herath, Mr. Yaser Bin Abdulrahman Al-Hazme, Chargé d’ Affaires of the Embassy of the Kingdom of Saudi Arabia in Colombo, Deputy Speaker of Sri Lanka Parliament Dr Rizvie Salih, Governor Haneef Yusuf and Deputy Minister of Religious and Cultural Affairs Muneer Mulaffar.

இறைத்தூதர் முஹம்மது நபி அவர்களை அவமதிக்கும் வகையில் கருத்துக்களைப் பரப்பியதாகக் குற்றஞ்சாட்டப்பட்டு, சவுதி அரேபிய நீதிமன்றத்தால் ஐந்து ஆண்டுகள் சிறைத்தண்டனையும் 3 மில்லியன் சவுதி ரியால் அபராதமும் விதிக்கப்பட்ட இலங்கை பிரஜை சிவராச அனுஜன் என்பவருக்கு அரச மன்னிப்பும் கருணையும் வழங்குமாறு கோரி, சவுதி அரேபிய மன்னர் சல்மான் பின் அப்துல் அஜீஸ் அல் சவுத் அவர்களுக்கு தேசிய ஷூரா சபை சனிக்கிழமை (19/09/2026) அன்று மனிதாபிமான வேண்டுகோள் ஒன்றைச் சமர்ப்பித்துள்ளது. அனுஜனுக்கு விதிக்கப்பட்ட தண்டனை மேன்முறையீட்டில் மரண தண்டனையாக உயர்த்தப்பட்டுள்ளதாக வரும் செய்திகள் இன்னும் உறுதிப்படுத்தப்படவில்லை.
தேசிய ஷூரா சபை என்பது இலங்கையில் உள்ள 14 தேசிய மட்டத்திலான முஸ்லிம் அமைப்புகளைப் பிரதிநிதித்துவப்படுத்தும், நாட்டிலேயே உருவான அரசியல் சார்பற்ற ஒரு கூட்டமைப்பு ஆகும்.
சவுதி அரேபியாவின் இறையாண்மை, சட்டங்கள் மற்றும் நீதித்துறையின் நிறுவனங்கள் மீதான தனது மரியாதையை மீள உறுதிப்படுத்தும் அதேவேளையில், நீதித்துறையின் தீர்ப்பை இந்த வேண்டுகோள் எதிர்க்கவோ அல்லது கேள்விக்குள்ளாக்கவோ இல்லை என்பதை NSC தெளிவுபடுத்தியுள்ளது. மாறாக, அனுஜனின் தனிப்பட்ட, பொருளாதார மற்றும் குடும்ப சூழ்நிலைகளைக் கருத்தில் கொள்ளுமாறு வலியுறுத்தி, இது முற்றிலும் மனிதாபிமான அடிப்படையில் சமர்ப்பிக்கப்பட்டுள்ளது.

- உண்மையான மனவருத்தமும் மன்னிப்புக் கோருதலும்: அனுஜன் சமூக ஊடகங்கள் மூலம் தனது ஆழ்ந்த வருத்தத்தையும் உண்மையான மனமாற்றத்தையும் பகிரங்கமாக வெளிப்படுத்தியுள்ளதுடன், மன்னிப்புக் கோரியுள்ளார்; மேலும் முஹம்மது நபி (ஸல்) அவர்களின் உலகளாவிய அங்கீகரிக்கப்பட்ட அந்தஸ்து மற்றும் முஸ்லிம்களின் மத உணர்வுகள் மீது தனக்குள்ள மரியாதையை மீள உறுதிப்படுத்தியுள்ளார்.
- சம்பவத்தின் பின்னணி: கிழக்கு இலங்கையில் நடைபெற்ற ஒரு இந்து மத பாதயாத்திரையை தொடர்ந்து சமூக ஊடகங்களில் பரவிய தகவல்களால் திடீரென ஏற்பட்ட உணர்ச்சிவசப்பட்ட எதிர்வினைகளின் மத்தியில்தான் இச்சம்பவம் உருவானது. அனுஜனின் எதிர்வினைகளை நியாயப்படுத்தாவிட்டாலும், இந்த இளைஞரின் பிந்தைய மனவருத்தத்தையும் மன்னிப்புக் கேட்பதையும்கூட மன்னிப்பு வழங்குவதற்கான மிக முக்கியமான தணிப்புக் காரணங்களாகக் கருதி முழுமையான பொதுமன்னிப்பு வழங்குமாறு NSC கேட்டுக்கொண்டுள்ளது.
- கடுமையான பொருளாதாரச் சிரமம்: அனுஜன் சவுதி அரேபியாவில் பணிபுரியும் மிதமான வருமானம் கொண்ட ஒரு தொழில்நுட்ப வல்லுநர் ஆவார். அவர் தனது சவுதி வருமானத்திலிருந்து இலங்கையில் உள்ள ஒரு பெரிய குடும்பத்தைத் தாங்கி வருகிறார். அவரது இல்லாமை அவரது குடும்பத்தினருக்கு கடுமையான நிதிச் சுமையை உருவாக்குகிறது, மேலும் அவரிடம் அதிக அபராதத்தைச் செலுத்தும் போதியளவு நிதியில்லாததால், பொருளாதார ரீதியில் பாதிக்கப்படக்கூடிய ஒரு குடும்பம் வாழ்வாதாரமின்றி தவிக்கிறது.
- பாதிக்கப்பட்ட வாழ்க்கைத் திட்டங்கள்: அவர் தடுத்து வைக்கப்படுவதற்கு முன்பு,அனுஜன் இந்த ஆண்டின் பிற்பகுதியில் தனது கிராமத்தில் உள்ள குறைந்த வருமானம் கொண்ட குடும்பத்தைச் சேர்ந்த ஒரு இளம்பெண்ணைத் திருமணம் செய்யத் தயாராகி வந்தார். அவரது தற்போதைய சிறைவாசம் இரு குடும்பங்களுக்கும் ஆழமான நிச்சயமற்ற தன்மையையும் துயரத்தையும் உருவாக்கியுள்ளது.
- இணக்கத்தையும் நல்லெண்ணத்தையும் ஊக்குவித்தல்: இலங்கையின் பல்வேறு பௌத்த, இந்து, முஸ்லிம் மற்றும் கிறிஸ்தவ சமூகங்களுக்கிடையேயான அமைதியான சகவாழ்வை (coexistence) அர்ப்பணிப்புடன் முன்னெடுக்கும் ஒரு அமைப்பாக, ஒரு கருணையான தீர்வு பெரும் நிம்மதியையும், மதங்களுக்கு இடையிலான நல்லிணகத்தையும் வளர்க்கும் என்றும், இலங்கைக்கும் சவுதி அரேபிய இராச்சியத்திற்கும் இடையிலான நீண்டகால நட்புறவை மேலும் பலப்படுத்தும் என்றும் NSC நம்புகிறது.
