The National Shoora Council organized a felicitation ceremony for all newly elected Muslim Parliamentarians, irrespective of their political parties, which was held in Dehiwala, on Thursday, 20th August 2020. The eleven-point document that was handed over to them on that occasion, is given below.
Assalamu Alaikum,
Honorable Members of the Parliament,
إِنَّ اللَّهَ يَأْمُرُكُمْ أَن تُؤَدُّوا الْأَمَانَاتِ إِلَىٰ أَهْلِهَا وَإِذَا حَكَمْتُم بَيْنَ النَّاسِ أَن تَحْكُمُوا بِالْعَدْلِ ۚ إِنَّ اللَّهَ نِعِمَّا يَعِظُكُم بِهِ ۗ إِنَّ اللَّهَ كَانَ سَمِيعًا بَصِيرًا.
Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice. Excellent is that which Allah instructs you. Indeed, Allah is ever Hearing and Seeing. (Surah An-Nisa: 58)
Alhamdulillah, first and foremost the National Shoora Council (NSC) congratulates you on being elected to the Parliament to serve the people of this nation in the right direction through the legislature.
NSC is a Muslim community consultative body with a wide spectrum of stakeholder participation to help direct the community within the national framework in its affairs through consultation, consensus and liaise between the civil society and the state to chalk a better future for our motherland. We believe that broader vision, inclusiveness and participatory decision making with the Islamic spirit of ‘Mankind is one Ummah’, engender peace and better understanding among all communities in the country.
At this juncture of felicitating you for the blessings that Allah showered on you and the responsibilities He has reposed on you, we wish to share the following thoughts as a reminder for all of us.
- Gratitude to Almighty Allah:
We would like to remind ourselves, you and everyone to be thankful to Allah for being elected to the august assembly of this country, where legislative matters are originated, debated and passed. We have the highest hope that you will always act with gratitude to the Almighty, the one who provides and sustains the calibre, skill and opportunities.
- Responsibilities / Amanah:
We should always be mindful, in the light of Islam, that positions, responsibilities and opportunities are all trusts upon us, for which we will be individually held in the life hereafter. Therefore, Muslim civil/political leaders can never be heedless, negligent, unjust and abusive of power or be one who conceals the truth.
- Purification of thoughts:
Islam guides us towards purifying our thoughts, so that our actions, speeches and goals are inclined towards gaining the satisfaction of Allah and for the betterment of humanity.
It is a fundamental criterion for someone in public life to have the audacity to always place the public interest before self-interest.
- Stand firm for Justice:
Allah is all Just and he likes justice being established. Injustice earns His wrath. Thus, we should always stand firm for justice. The concept of justice in Islam is free from prejudices, family, race, colour, party, and territory. That justice must prevail fairely across all people of our country, and we are all religiously bound to do this.
- Trustworthiness:
People have invested their democratic rights on you Parliamentarians, that you will be their voice in the Parliament and fulfil their reasonable aspirations. The community also expects timely guidance and leadership from civil, religious entities. Their hopes should not be wasted.
- Representation beyond ethnic, racial and religious boundaries:
Many of the candidates were nominated by national political parties, and many were also voted in by non-Muslims in large numbers. Further, the Muslim National List MPs are also appointed by the parties led by non-Muslims. That defines that the Muslim members are representing all people of Sri Lanka in Parliament, primarily for nation building and national unity.
- Goodwill ambassadors:
We are all living in the age where interracial relationships are deeply disturbed and being deteriorated. It is the crucial responsibility of all Parliamentarians, especially Muslim Parliamentarians, to change this phase. We, in public life, have this responsibility to micro manage every single part of our life, as our actions are not seen of as individuals but a representation of the Muslim community. We urge Muslim Parliamentarians to create a common ground for mutual understanding with various groups, the ruling and the opposition legislators.
- Parliamentary procedures:
We expect our Parliamentarians to adhere to Islamic morals and act in solidarity with all other Parliamentarians. NSC believes that the Parliamentarians will never act against the standing orders, and will conduct themselves and their speeches in a manner that preserves the long standing legacy of the prestigious Parliament of the Democratic Socialist Republic of Sri Lanka.
- Etiquette on differences of opinion:
The Parliamentarians are elected from different regions of this country through different parties, and definitely with different political thoughts. We expect that the common goals will never be disturbed by differences. Fuelling political differences in the past has taught us many great lessons.
- Collective acceptance:
We believe a civil, political and religious consultation mechanism is a paramount need of the hour. Consultations and consensus bring Barakah and is a prominent part of Islam. Any legislative, political matters of Muslim community should also be handled with the consensus of the community as it preserves the democratic nature of this country.
- Consultation Process:
As an umbrella organisation of Muslim civil societies, NSC will always be collaborating with politicians for the rights and aspirations of Muslims within the framework of national interest. Consultation and coordination are major roles played by NSC. NSC as a think tank having access to a pool of intellectual and professional resources, can contribute to political leadership in their policy making efforts in matters pertaining to national and communal interest.
Having shared our thoughts, we humbly urge you, who are our pathfinders in the august assembly, to display at best the characteristics of leadership which Islam emphasizes. The ‘Thaqwa’ that Allah Almighty commands and lead with humility, modesty, detachment from extravagant material life. Humanity, kindness and compassion should be our identity.
Once again, we extend our heartiest greetings and pray to Allah to provide you with strength and long life to fulfil your duties successfully.

தேசிய ஷூரா சபை முஸ்லிம் பாராளுமன்ற உறுப்பினர்களுக்கு கையளித்த ஆவணம்
20.8.2020 அன்று தேசிய ஷூரா சபை ஏற்பாடு செய்த முஸ்லிம் பாராளுமன்ற உறுப்பினர்களுக்கான பாராட்டு விழாவொன்றை ஏற்பாடு செய்து நடாத்தியது. அதன் போது பின்வரும் ஆவணம் அவர்களுக்கு வழங்கப்பட்டது.
“நம்பி உங்களிடம் ஒப்படைக்கப்பட்ட அமானிதங்களை அவற்றின் சொந்தக்காரர்களிடம் நீங்கள் ஒப்புவித்து விடவேண்டுமென்றும், மனிதர்களிடையே தீர்ப்பு கூறினால் நியாயமாகவே தீர்ப்புக் கூறுதல் வேண்டும் என்றும் உங்களுக்கு நிச்சயமாக அல்லாஹ் கட்டளையிடுகிறான்; நிச்சயமாக அல்லாஹ் உங்களுக்கு (இதில்) மிகவும் சிறந்த உபதேசம் செய்கிறான்; நிச்சயமாக அல்லாஹ் (யாவற்றையும்) செவியுறுவோனாகவும், பார்ப்பவனாகவும் இருக்கின்றான்.” (அல்குர்ஆன் ,4:58)
மதிப்பிற்குரிய பாராளுமன்ற உறுப்பினர்களுக்கு,
அஸ்ஸலாமு அலைகும்,
சட்டவாக்கத்தின் மூலம் மக்களை நல்வழிப்படுத்தும் மக்கள் பணிக்காக, இலங்கை தேசத்தின் பாராளுமன்றத்தின் அங்கத்தவர்களாக நீங்கள் தெரிவு செய்யப்பட்டிருக்கிறீர்கள். இதன் நிமித்தம் தேசிய ஷூரா சபை முதற்கண் உங்களுக்கு தனது மனப்பூர்வமான வாழ்த்துக்களைத் தெரிவித்துக் கொள்கிறது.
தேசிய ஷூரா சபையானது தாய் நாட்டினது வளர்ச்சிக்காகவும் முன்னேற்றத்திற்காகவும் அக்கறையுடன் செயற்பட்டு வரும் அதேவேளை, இலங்கை முஸ்லிம் சமூக விவகாரங்களுக்கான நிபுணத்துவ ஆலோசனைகளை வழங்கி நெறிப்படுத்திவரும் ஒரு மன்றமுமாகும். இது சிவில் நிறுவனங்களை ஒருங்கிணைத்து செயல்படுவதுடன், பரந்துபட்ட அளவில் சமூகத் தளத்தில் இயங்கும் நிபுணர்களையும் உள்ளடக்கிய, தேசிய நலன்களுக்கான கட்டமைப்பாகும்.“மனிதர்கள் அனைவரும் ஒரே உம்மத்” எனும் இஸ்லாமிய சிந்தனையின் அடிப்படையில் சகல சமூகங்களுக்கும் மத்தியில் நல்லிணக்கத்தையும் சமாதானத்தையும்,ஏற்படுத்துவதற்கான கூட்டு முயற்சியே அதன் இலக்காகும்.
அல்லாஹ் உங்களுக்கு வழங்கியிருக்கின்ற அருள், பொறுப்புக்கள் என்பவற்றின் நிமித்தம் உங்களை கௌரவிற்பதற்காக ஏற்பாடு செய்யப்பட்டுள்ள இந்த நிகழ்வில் இங்கு கூடியிருக்கும் எம் அனைவருக்கும் சில விடயங்களை ஞாபகமூட்ட விரும்புகிறோம்.
- அல்லாஹ்வுக்கு நன்றி
ஒரு நாட்டின் மிக முக்கியமான விவகாரங்கள் விவாதிக்கப்படும், முடிவுகள் எடுக்கப்படும் இடமான பாராளுமன்றத்தின் ஓர் அங்கத்தவராக நீங்கள் தெரிவு செய்யப்படுவதற்கு வாய்ப்பளித்த அல்லாஹ்வுக்கே முதற்கண் நன்றி செலுத்துமாறு ஞாபகமூட்டுகிறோம். எம் அனைவருக்குமான ஆற்றல்கள், திறமைகள், வாய்ப்புக்கள் அனைத்துக்கும் பின்னணியில் வல்லவன் அல்லாஹ் இருப்பதால் என்றும் அவனுக்கு நன்றியுடையவர்களாக இருப்பீர்கள் என எதிர்பார்க்கிறோம்.
- பொறுப்புகள் அனைத்தும் அமானத்கள்
இஸ்லாமிய நோக்கில் பதவிகள், பொறுப்புகள், வாய்ப்புகள் அனைத்தும் அமானிதங்களாகும். அவற்றை உரிய முறையில் பயன்படுத்தினோமா இல்லையா என்பது பற்றி மறுமையில் நிச்சயமாக நாம் ஒவ்வொருவரும் அல்லாஹ்வால் தனித்தனியாக விசாரிக்கப்படுவோம். எனவே, பொடுபோக்கு, அதிகாரத் துஷ்பிரயோகம், பக்கசார்பு, பணத்துக்கும் அதிகாரத்துக்கும் சோரம் போதல், அச்சுறுத்தல்களுக்காக சத்தியத்தை மறைத்தல் என்பன முஸ்லிம் அரசியல், சமூக செயற்பாட்டளர்களிடம் ஒருபோதும் இருக்க முடியாது.
- நல்ல நிய்யத்து
எமது எண்ணங்கள் எப்பொழுதும் தூய்மையாகவே இருக்க வேண்டும். எமது எல்லாப் பேச்சுக்களும் செயல்களும் அல்லாஹ்வின் திருப்தியை அடைவதையும், பொதுமக்களது நலன்களை ஈட்டிக்கொடுப்பதையுமே குறிக்கோளாகக் கொண்டிருக்க வேண்டும். பொதுநலன் என்று வரும் பொழுது தனிப்பட்ட இலாபங்களைத் தியாகம் செய்யும் துணிச்சல் சிவில் செயற்பாட்டாளர்கள் மற்றும் அரசியல்வாதிகளிடம் இருக்க வேண்டிய அடிப்படையான குணாதிசயமாகும்.
- நீதிக்கு சான்று பகர்வது
அல்லாஹ் நீதியாளனாக இருப்பதால் நீதி நிலைநாட்டப்படுவதையே அவன் விரும்புகிறான்;அநீதி இழைப்பவர்களை வெறுக்கிறான்.ஆகவே, எப்பொழுதும் நீதியின் பக்கமே நாம் சார்ந்திருக்க வேண்டும். இஸ்லாத்தின் நீதிக் கோட்பாடானது குடும்பம், இனம்,கட்சி,நிறம், பிரதேசம் போன்ற அனைத்தையும் தாண்டியாகும் என்பதால் நீதி என்ற விழுமியம் இலங்கையின் அனைத்து மக்களையும் தழுவியதாக இருக்க நாம் அனைவரும் முழுமூச்சாக செயல்பட வேண்டும். இது சன்மார்க்கக் கடமையாகும்.
- நம்பிக்கை நாணயமாக நடப்பது
இந்த நாட்டுப் பிரஜைகளது குரலாக நீங்கள் பாராளுமன்றத்தில் ஒலிக்க வேண்டும் என்பதற்காகவும் அவர்களது நியாயமான அபிலாஷைகளை நீங்கள் பூர்த்தி செய்ய வேண்டும் என்பதற்காகவும் பாராளுமன்ற உறுப்பினர்களாக இயங்கும் உரிமையை உங்களுக்கு அவர்கள் வழங்கியிருக்கிறார்கள். அதேவேளை, சிவில் மற்றும் சன்மார்க்க தலைமைகளிடமிருந்தும் காலத்திற்கு உகந்த வழிகாட்டல்களையும், தலைமைத்துவ நடவடிக்கைகளையும் எதிர்பார்க்கிறார்கள். அந்தவகையில், அவர்கள் நம் மீது வைத்த நம்பிக்கை ஒருபோதும் வீண்போகக் கூடாது.
- அனைத்து இனங்களதும் பிரதிநிதிகள்
உங்களிற் பெரும்பாலானவர்கள் இம்முறை தேசிய கட்சிகளது வேட்பாளர்களாகவே போட்டியிட்டு வெற்றியீட்டிருக்கிறீர்கள். பிற மத சகோதரர்களது வாக்குகளும் கணிசமான அளவு உங்களுக்குக் கிடைத்துள்ளன. மேலும், உங்களில் உள்ள நியமன அங்கத்தவர்களுக்கான நியமனங்களையும் பிறசமய சகோதரர்கள் தலைமை வகிக்கும் கட்சிகள் தான் தந்திருக்கின்றன. அந்தவகையில், முஸ்லிம் பாராளுமன்ற உறுப்பினர்கள் அனைவரும் இலங்கை வாழ் அனைத்து மக்களுக்குமான பாராளுமன்றப் பிரதிநிதிகளாவர். நாட்டை கட்டி எழுப்புவது, வளப்படுத்துவது,தேசிய ஒருமைப்பாட்டுக்குப் பங்களிப்பது என்பவற்றுக்கு நீங்கள் முன்னுரிமை வழங்க வேண்டும் என்பதையே இது வலியுறுத்துகிறது.
- நல்லெண்ணத்தைக் கட்டியெழுப்புவது
நாட்டில் இனங்களுக்கிடையிலான நல்லுறவு பெரிதும் பாதிக்கப்பட்டுள்ள ஒரு காலகட்டத்தில் நாம் அனைவரும் இருக்கிறோம். எனவே, நாம் சார்ந்துள்ள முஸ்லிம் சமூகம் பற்றிய நல்லெண்ணத்தை பிற சமூகங்களிடம் கட்டியெழுப்புவதற்கு முதலில் உழைக்க வேண்டியவர்கள் முஸ்லிம் அரசியல்வாதிகளாவர்.
பொது வாழ்க்கையில் உள்ள நாம் அனைவரும் எமது நடவடிக்கைகளை மிக நுணுக்கமாகவே கையாள வேண்டும். எமது செயற்பாடுகள் ஒரு தனி மனிதனுடையவையாக அல்லாமல் ஒரு சமூகத்தின் செயற்பாடுகளாகப் பொதுமைப்படுத்தியே பார்க்கப்படுவதால், எமது ஒவ்வொரு மூச்சிலும் பேச்சிலும், அசைவிலும் நாம் மிகுந்த அவதானத்துடன் நடந்து கொள்ள வேண்டும்.இதற்காக வெவ்வேறு குழுக்கள் மற்றும் ஆளும் கட்சி,எதிர் கட்சி உறுப்பினர்களுக்கிடையே பரஸ்பர புரிந்துணர்வுடனான ஒரு பொதுத் தளத்தினையும், சந்தர்ப்பத்தினையும் உருவாக்குமாறு முஸ்லிம் பாராளுமன்ற உறுப்பினர்களாகிய உங்களை தேசிய ஷூரா சபை வினயமாக கேட்டுக்கொள்கிறது.
- பாராளுமன்ற ஒழுங்குகள்
இன,மத,கட்சி பேதங்களுக்கு அப்பால் பாராளுமன்ற உறுப்பினர்கள் அனைவருடனும் நீங்கள் மிகுந்த நட்புறவுடன், இஸ்லாமிய விழுமியங்களைப் பேணியும் நடந்து கொள்வீர்கள் என எதிர்பார்க்கிறோம். இலங்கை ஜனநாயக சோஷலிச குடியரசின் பாராளுமன்றத்துக்கான கீர்த்தி மிக்க சட்டதிட்டங்களும் பாரம்பரியமும் இருந்து வருவதால் அவற்றை உச்சகட்டமாக மதித்து, அதன் நிலையியல் கட்டளைகளைப் பேணி, பாராளுமன்ற பேச்சுக்களையும் நடைமுறைகளையும் அமைத்துக்கொள்வீர்கள் என தேசிய தேசிய ஷூரா சபை உறுதியாக நம்புகிறன்றது.
- கருத்து முரண்பாடுகளது ஒழுங்குகள்
நீங்கள் பல்வேறுபட்ட பிரதேசங்களிலிருந்து, வித்தியாசமான பல கட்சிகள் வாயிலாக, வித்தாயாசமான அரசியல் சித்தார்ந்தங்களுடன் பாராளுமன்றத்திற்கு தெரிவு செய்யப்பட்டிருக்கின்றீர்கள். எனவே, கருத்து பேதங்களும் முரண்பாடுகளும் வருவது சகஜமாகும். இவ்வாறான வித்தியாசங்கள், பொதுவான இலக்குகளை அடைய ஒருபோதும் தடையாக இருக்காது என நாம் நம்புகிறோம். கட்சி முரண்பாடுகளையும் தனிப்பட்ட விவகாரங்களையும் பூதாகரமாக மாற்றுவது கடந்த காலங்களில் பாதகமான விளைவுகளையே தந்திருக்கின்றது.
- ஆலோசனைப் பொறிமுறை
மார்க்க, சிவில், அரசியல் ஆலோசனை பொறிமுறை தற்போதைய சூழ்நிலையில் முக்கியமான தேவையாகும். ஆலோசனை மற்றும் ஒற்றுமையில் அல்லாஹ்வின் பரகத்(அருள்) இருக்கிறது, நாம் எல்லோரும் பின்பற்றும் இஸ்லாத்தில் கலந்தாலோசனைக்கு அதிகமான முக்கியத்துவம் வழங்கப்பட்டிருக்கிறது.
முஸ்லிம்களது அரசியல் மற்றும் சட்டவாக்க நடவடிக்கைகள், அந்த சமூகத்தின் ஒத்துழைப்புடனேயே இடம்பெற வேண்டும், அதுவே இந்த நாட்டின் ஜனநாயக தன்மையை பேணுகின்ற செயற்பாடுமாகும்.
- தேசிய சூரா சபையின் பணிகள்
தேசிய ஷூரா சபையானது முஸ்லிம் சிவில் சமூகங்களின் கூட்டுப் பொறிமுறை என்ற வகையில், தேசிய நலன்களது சட்டகத்துக்குள் நின்று முஸ்லிம் சமூகத்தின் அபிலாஷைகளுக்கும் உரிமைகளுக்குமாக அரசியல்வாதிகளுடன் எப்போதும் சேர்ந்து பணியாற்றத் தயாராக இருக்கிறது. ஆலோசனை வழங்குவது, ஒருங்கிணைப்பது என்பன அதன் பிரதான இலக்குகளாகும். பல்வேறு புத்திஜீவிகளையும் மற்றும் துறைசார் நிபுணர்களையும் பின்புலமாக கொண்ட தேசிய ஷூரா சபையானது சிந்னைக்கும் ஆய்வுக்குமான குழுமமாக, பல்வேறுபட்ட தேசிய, சமூக கொள்கை வகுத்தல் செயற்பாடுகளில் அரசியல் தலைமைகளுக்கு துணையாக செயற்பட முடியும்.
இறுதியாக, எமக்கான அரசியல் வழிநடத்துநர்களான நீங்கள், இஸ்லாம் தலைவர்களுக்கு இருக்க வேண்டும் என்று எதிர்பார்க்கும் பண்புகளை அணிகலன்களாகப் பெற்றிருப்பது முக்கியமானது என நாங்கள் மிக தாழ்மையாக வேண்டிக்கொள்கிறோம். இறைவன் பார்த்துக் கொண்டிருக்கிறான் என்ற அச்சம், அடக்கம், பணிவு, உலக மாயையில் இருந்து தூரமாக இருப்பது, மனிதாபிமானம், தாராளத் தன்மை, அன்பு, இரக்கம் போன்றவையே எமக்கான அடையாளங்களாக இருக்கட்டும்.
மீண்டும் தேசிய ஷூரா சபை தனது உளப்பூர்வமான வாழ்த்துக்களை உங்களுக்கு தெரிவிப்பதோடு அல்லாஹ் உங்களை பலப்படுத்தி உங்களுக்கு நீண்ட ஆயுளையும் தைரியத்தையும் தரவேண்டும் என்றும் உங்கள் பணியை சிறப்பாக நிறைவேற்றுவதற்கு உதவியாக இருக்க வேண்டும் என்றும் பிரார்த்திக்கிறது.
