The Local Government Elections of Sri Lanka are scheduled for 6th May 2025. As Sri Lankan Muslim citizens, we are guided by both our Islamic moral values and the legal framework of our nation. The National Shoora Council offers the following guidelines to the Sri Lankan Muslim community to ensure responsible and ethical participation in these elections.
The Significance of Voting:
From an Islamic perspective, voting is considered a form of Shahadah (bearing witness). Therefore, it is both a religious obligation and a civic duty. Every eligible voter is encouraged to exercise their right and responsibility by selecting the candidate deemed most capable of serving their local community. Prior to casting a vote, voters should carefully evaluate each candidate’s past contributions to the community, their commitment to justice, and their demonstrated integrity.
Criteria for Candidate Selection:
Voters should prioritise candidates who demonstrate a commitment to fostering inter-community unity, promoting sustainable economic development, and enhancing the social well-being of their respective areas. The act of voting should be driven by a sincere desire to seek Allah’s pleasure and to contribute to the welfare of the community, locality, and the nation as a whole.
Choosing candidates based on personal gain, selfish interests, or short-sighted considerations is considered a form of false testimony in Islam and is a grave sin. Therefore, voters are urged to approach this responsibility with unity, foresight, and sincerity.
Conduct During Election Campaigns and Voting:
Maintaining peace, civility, and respect during election campaigns and on polling day is paramount. While supporting a preferred candidate, individuals must refrain from denigrating or insulting others. All citizens should be allowed to exercise their right to vote without hindrance or intimidation. The buying of votes through monetary incentives, material goods, or coercion is strictly prohibited.
Voters are encouraged to plan their time effectively to ensure they can cast their votes responsibly and punctually on election day.
“O Allah! Bless my community in what they do during the early part of the day! (Abu Dawood 2606)
In adherence to this Hadith, we should aim to arrive at polling stations in a timely manner and cast our votes as early as possible.
Full cooperation with polling officers, security personnel, and other election staff is essential. Voters should adhere to all polling station rules and procedures, conducting themselves with calmness and dignity while queuing and during the voting process.
Voters must present an official form of identification, as approved by the Election Commission, and provide complete cooperation to polling staff.
Post-Election Conduct:
The outcome of the election, whether favourable or unfavourable to one’s chosen candidate, should not compromise community unity. People’s choices may vary, and it is the right of every individual to support their preferred candidate. Therefore, during and after the elections, we must remain peaceful, tolerant, and civil, avoiding all forms of violence or discord.
We encourage the community to make sincere Du’a during Tahajjud prayers, especially in Sujood and Tashahhud, seeking Allah’s blessings for the prosperity of all citizens.
If our chosen candidate is elected, we express gratitude to Allah. If not, we accept Allah’s decree with patience and trust. In all circumstances, we place our faith in Allah.
Let us remember that all matters are within Allah’s control, and only His will prevails.
*”O Allah! Master of all dominion! You give power to whom You will and You take it away from whom You will; You honour whom You will and You humble whom You will. In Your hand is all good. Verily, You have power over all things.”*(Qur’an 3:26)
We should frequently reflect upon this verse from the Qur’an.
O Allah! Grant us the wisdom to select the most suitable candidates for our area, those who will work tirelessly for the welfare of all!

உள்ளூராட்சி சபைத் தேர்தல் 2025- தேசிய ஷுரா சபையின் வழிகாட்டல்கள்
எதிர்வரும் மே மாதம் 6ம் திகதி இலங்கையின் உள்ளூராட்சி சபைகளுக்கான தேர்தல்கள் நடைபெறவுள்ளன.
பொதுவாக இந்த தேசத்தின் பிரஜைகள் என்ற வகையிலும் குறிப்பாக முஸ்லிம்கள் என்ற வகையிலும் வாக்களிப்பின் போது இஸ்லாமிய ஒழுக்க விழுமியங்களையும் நாட்டு சட்டங்களையும் உயர்ந்த பட்சம் கடைப்பிடிக்க வேண்டும்.
அந்த வகையில், இந்தத் தேர்தலில் வாக்களிப்பது தொடர்பாக தேசிய ஷூரா சபை பின்வரும் வழிகாட்டல்களை இலங்கை முஸ்லிம் சமூகத்திற்கு முன்வைக்க விரும்புகிறது:-
வாக்களித்தலின் முக்கியத்துவம்
தேர்தலில் வாக்களித்தல் என்பது இஸ்லாம் கூறியுள்ள ‘ஷஹாதா’ (சாட்சியமளிப்பது) என்ற வகையில் அது ஒரு மார்க்கக் கடமையும் நடைமுறை வேண்டி நிற்கும் தேவையுமாகும். எனவே, உள்ளூராட்சித் தேர்தலில் உறுப்பினர்களாவதற்கு உயர்ந்த பட்சம் பொருத்தமானவர் என தான் கருதும் ஒரு வேட்பாளருக்கு வாக்குரிமை பெற்ற ஒவ்வொருவரும் வாக்களிப்பது அவசியமாகும்.
உங்கள் வாக்கினை அளிப்பதற்கு முன்பு வாக்களிக்கப் போகும் உறுப்பினர் சமுதாயத்திற்காக ஆற்றிய முன்னேற்றங்களையும் நீதிக்காகவும் நேர்மைக்காவும் மேற்கொண்ட சேவைகளை மதிப்பீடு செய்து கொள்ள வேண்டும்.
வேட்பாளர் தேர்வு
தமது பிரதேசத்தில் இனங்களுக்கிடையிலான ஐக்கியம், பொருளாதார சுபிட்சம், உயர்ந்த சமூக வாழ்க்கைத் தரம் என்பவற்றை உத்தரவாதப்படுத்துவார் என தான் நம்பும் ஒருவருக்கு வாக்காளர் வாக்களிக்க வேண்டும். அல்லாஹ்வின் திருப்தியையும் சமூக, பிரதேச மற்றும் நாட்டு நலனை மட்டும் முன்னிறுத்தி இந்த வாக்கு அளிக்கப்பட வேண்டும். மாறாக சுயநலம், தனிப்பட்ட இலாபம், தூரநோக்கின்மை என்பவற்றின் அடியாக முடிவெடுப்பதும் வாக்களிப்பதும் பொய்சாட்சியம் கூறுவதாகும். இஸ்லாத்தில் அது பெரும் பாவங்களில் ஒன்றாகும். எனவே, தேசத்தின் நலன் கருதி, பொருத்தமான ஒருவருக்கு வாக்களிப்பதில் ஒற்றுமையாகவும், தூரநோக்குடனும், உளத்தூய்மையுடனும் செயற்படுவது சமூகக் கடமையாகும்.
தேர்தல் பிரச்சாரமும் ஆதரவளித்தலும்
தேர்தல் பிரச்சாரங்களின் போதும் வாக்குப் பதிவின் போதும் அமைதியை பேணி நடந்து கொள்ள வேண்டும். ஒரு வேட்பாளரை நாம் ஆதரிக்கும் போது மற்றவர்களை அவமதிக்கும் வகையில் நடந்து கொள்ளாது நாகரீகமாக நடந்து கொள்ள வேண்டும். ஒவ்வொருவரும் தமது வாக்குகளை சுதந்திரமாக அளிப்பதில் இடையூறுகளை விளைவிக்கக் கூடாது. பணம் வழங்குதல், பொருட்களை வழங்குதல், மிரட்டுதல் போன்ற வழிமுறைகளால் வாக்குகளை விலைபேசக் கூடாது.
தேர்தல் தினத்தன்று வாக்களிக்க இருக்கும் நேரத்தை திட்டமிட்டு, வாக்களிப்பை உரிய முறையில் மேற்கொள்ள வேண்டும்.
“யா அல்லாஹ்! எனது சமூகம் நேரகாலத்தோடு செய்யும் விடயங்களில் அபிவிருத்தி செய்வாயாக!” (அபூதாவூத் 2606)
என்ற நபி மொழிக்கேற்ப நாம் இயன்றவரை நேர காலத்தோடு வாக்குச் சாவடிகளுக்குச் சென்று வாக்குகளை அளிக்க வேண்டும்.
வாக்குச் சாவடிகளில் கடமை புரியும் உத்தியோகஸ்தர்கள், பாதுகாப்புப் படையினர், ஊழியர்கள் அனைவருக்கும் வாக்குச்சாவடி சட்டங்களை உரிய முறையில் கடைப்பிடிப்பதன் மூலம் நாம் பூரண ஒத்துழைப்பை நல்க வேண்டும். அங்கு வரிசைகளில் நிற்கும் பொழுதும் வாக்களிக்கும் பொழுதும் மிகவும் அமைதியாகவும் கண்ணியமாகவும் நடந்து கொள்ள வேண்டும்.
வாக்களிப்பின் போது ஆள் அடையாளத்தை ஊர்ஜிதப்படுத்த தேர்தல் திணைக்களத்தால் அனுமதிக்கப்பட்ட ஏதாவது ஓர் அடையாள அட்டையை வாக்குச்சாவடி அதிகாரிகளுக்கு காண்பிப்பதுடன் அதற்கு பூரண ஒத்துழைப்பையும் நல்க வேண்டும்.
தேர்தலுக்குப் பிறகு
தாம் விரும்பும் உறுப்பினர் தெரிவுசெய்யப்படலாம் அல்லது தெரிவு செய்யப்படாமலும் இருக்கலாம். மக்கள் தெரிவுகளும் காலத்துக்குக் காலம் மாறக்கூடியவை. எனினும் சமூக ஒற்றுமை பாதிப்படையக் கூடாது. தாம் விரும்பும் அரசியல்வாதிக்கு வாக்களிக்க ஒவ்வொருவருக்கும் உரிமையுண்டு. எனவே, இந்தத் தேர்தலின் போதும் தேர்தல் முடிந்த பின்னரும் வன்முறைகளோ வாதப்பிரதிவாதங்களோ இடம்பேறாமல் நாம் அமைதியாகவும் விட்டுக்கொடுத்தும் பண்பாகவும் நடந்து கொள்வது எமது கடமையாகும்.
வாக்களிக்கும் தினத்தில் தஹஜ்ஜுத் தொழுகையில் குறிப்பாக சுஜூது, அத்தஹியாத்து ஆகிய நிலைகளில் அல்லாஹ்விடத்தில் மன்றாடி நாட்டு மக்கள் அனைவரதும் சுபீட்சத்துக்காக பிராத்திப்போம்.
நாம் வாக்களித்தவர் தெரிவு செய்யப்பட்டால் அல்லாஹ்வுக்கு நன்றி தெரிவிப்போம். நாம் வாக்களித்தவர் தேர்வு செய்யப்படாத போது பொறுமையாக இருந்து அல்லாஹ்வின் நாட்டத்தை ஏற்றுக் கொள்வோம். எல்லா சந்தர்ப்பத்திலும் அல்லாஹ்வின் மீது பொறுப்பு சாட்டுவோம்.
அனைத்து விடயங்களும் அல்லாஹ்வின் கையிலே இருக்கின்றன அவன் நாடியவை மாத்திரமே நடைபெறும் என்ற நம்பிக்கையோடு இருப்போம்.
“அல்லாஹ்வே! ஆட்சிகளுக்கெல்லாம் அதிபதியே! நீ நாடியவருக்கு ஆட்சியைக் கொடுக்கின்றாய்; இன்னும் ஆட்சியை நீ நாடியவர்களிமிருந்து பறித்து விடுகிறாய்; நீ நாடியோரை கண்ணியப்படுத்துகிறாய்; நீ நாடியவரை இழிவு படுத்தவும் செய்கிறாய்;நன்மைகள் யாவும் உன் கைவசமேயுள்ளன அனைத்துப் பொருட்கள் மீதும் நிச்சயமாக நீ ஆற்றலுடையவனாக இருக்கின்றாய்.” (3.26)
என்ற குர்ஆனிய வசனத்தை அடிக்கடி ஞாபகப்படுத்திக் கொள்வோம்.
யா அல்லாஹ் எமது பிரதேசத்திற்கு மிகப் பொருத்தமான உறுப்பினர் தெரிவு செய்யப்படுவதற்கு நீ உதவியாக இருப்பாயாக! அவர் அனைவரது நலங்களுக்காகவும் உழைப்பவராகவும் இருக்க நீ உதவியாக இருப்பாயாக!
