The National Shoora Council (NSC), a broad-based, representative, and consultative body, convened a high-level consultation meeting to discuss the draft bill relating to Non-Governmental Organizations (NGOs). The meeting took place on 21st August 2026 at the AMYS Auditorium in Colombo. As an accredited non-governmental institution whose core function is to serve as a consultative platform, the NSC facilitated this timely gathering to help build consensus on an issue challenging civil society and the nation.
The session was chaired by the Hon. President of the NSC, President’s Counsel M.M. Zuhair. Delivering the welcome and introductory remarks, the General Secretary of the Council, Attorney-at-Law Rasheed M. Imthiyaz, set the context for the day’s critical discussions.
To provide attendees with a comprehensive understanding of the proposed legislation, the NSC invited two distinguished legal experts to present on the matter. Dr. M.A.M. Hakeem, Executive Committee Member of the NSC, presented an overview of the background to the bill, previous actions taken, and the rationale for introducing the draft at this time. As a prominent legal professional and Senior Lecturer serving as the Head of the Department of Public and International Law at the University of Colombo, Dr. Hakeem brought invaluable academic and public policy expertise to the discussion.
Following this, a detailed analysis of the proposed legislation was provided by Ms. Ermiza Tegal, a distinguished Attorney-at-Law and human rights advocate. With 19 years of legal practice and deep expertise in public and constitutional law, Ms. Tegal outlined both the potential advantages and concerns within the bill. She expertly highlighted its possible implications for civil society organizations, volunteer services, and the broader NGO sector.
The consultation then opened up to active participation from members of the NSC’s Executive Committee and Secretariat, alongside representatives of NSC member organizations, ACJU, NGOs, and civil society groups. Attendees shared diverse perspectives and offered actionable recommendations regarding the draft bill, aligning seamlessly with the NSC’s strategic objective of promoting consultation, cooperation, and consensus.
In his concluding remarks, the President of the NSC summarized the key points raised during the discussion and outlined the Council’s potential next steps for further engagement on the issue. The proceedings were moderated by Ash-Sheikh M. Abdullah, Member of the Executive Committee.

அரச சார்பற்ற நிறுவனங்கள் தொடர்பான சட்டமூல வரைவு குறித்த ஆலோசனைக் கூட்டம் ஒன்றை தேசிய ஷூரா சபை 2026 ஆகஸ்ட் 21ஆம் திகதி கொழும்பில் உள்ள AMYS கேட்போர் கூடத்தில் நடாத்தியது.
ஷூரா சபையின் கெளரவ தலைவர், ஜனாதிபதி சட்டத்தரணி எம்.எம். ஸுஹைர் அவர்களின் தலைமையில் இந்நிகழ்வு நடைபெற்றது.
சபையின் பொதுச் செயலாளர் சட்டத்தரணி ரஷீத் எம். இம்தியாஸ் அவர்கள் வரவேற்புரையையும் அறிமுக உரையையும் நிகழ்த்தினார்.
இந்நிகழ்வில் தேசிய ஷூரா சபையின் நிறைவேற்று குழு உறுப்பினரும், கொழும்பு பல்கலைக்கழகத்தின் சிரேஷ்ட விரிவுரையாளரும் அதன் பொது மற்றும் சர்வதேச சட்டத்துறை தலைவருமான கலாநிதி ஹகீம் அபூபக்கர் அவர்கள் குறித்த சட்டமூலம் அறிமுகப்படுத்தப்பட்டதன் பின்னணி, முன்னர் மேற்கொள்ளப்பட்ட நடவடிக்கைகள் மற்றும் தற்போதைய நிலையில் இச்சட்டமூலம் முன்வைக்கப்பட்டதற்கான காரணங்கள் தொடர்பில் விரிவான விளக்கமொன்றை வழங்கினார்.
அதனைத் தொடர்ந்து, முன்மொழியப்பட்டுள்ள சட்டமூலம் தொடர்பில் விரிவான பகுப்பாய்வு ஒன்று பிரபல சட்டத்தரணியும் மனித உரிமை செயற்பாட்டாளருமான திருமதி. எர்மிஸா தேகல் அவர்களால் முன்வைக்கப்பட்டது. 19 வருட கால சட்டத்துறை அனுபவத்தையும், பொது மற்றும் அரசியலமைப்புச் சட்டத்தில் ஆழ்ந்த நிபுணத்துவத்தையும் கொண்டுள்ள அவர், குறித்த சட்டமூலத்தின் சாதகங்கள் மற்றும் பாதகங்கள் தொடர்பில் விரிவான விளக்கமளித்தார். அத்துடன் சிவில் சமூக அமைப்புகள், தொண்டர் சேவைகள் மற்றும் அரச சார்பற்ற நிறுவனங்களின் பரந்த செயற்பாடுகளில் இச்சட்டமூலம் ஏற்படுத்தக்கூடிய தாக்கங்கள் குறித்தும் அவர் சிறப்பாக சுட்டிக்காட்டினார்.
இந்த நிகழ்வில் தேசிய ஷூரா சபையின் நிறைவேற்று குழு மற்றும் செயலக குழு உறுப்பினர்களுடன் அகில இலங்கை ஜம்இயத்துல் உலமாவின் பிரதிநிதி மற்றும் ஷூரா சபையின் உறுப்பு அமைப்புகள்,அரச சார்பற்ற நிறுவனங்கள் மற்றும் சிவில் சமூக அமைப்புகளது பிரதிநிதிகள் என பலரும் கலந்துகொண்டு தங்களது கருத்துக்களையும் பரிந்துரைகளையும் முன்வைத்தமை குறிப்பிடத்தக்கதாகும்.
நிகழ்ச்சியின் இறுதியில் ஷூரா சபையின் தலைவர் அவர்கள் நிகழ்வின் சாராம்சத்தை முன் வைத்ததோடு, இது தொடர்பில் ஷுரா சபையின் அடுத்த கட்ட நடவடிக்கைகள் எவ்வாறு அமையலாம் என்பது பற்றியும் குறிப்பிட்டார்.
