The National Shoora Council’s subcommittee for Education initiated a discussion a couple of months ago on issues related to Muslim’s education in Sri Lanka. And identified many issues.
The most important issues were like lack of Arabic cadre quota in the last two SLEAS limited examinations, absence of AL-Alim examinations for the past five years, despite the need for curriculum revision, inadequate channels for appointing Islamic studies teachers in Sinhala medium schools, leading to the proposal to initiate an Islam teaching course, abandonment of the Madrasa reform proposal, highlighting the urgency to restart the initiative.
The representatives of the committee met Minister Ali Sabri a couple of months ago and had fruitful discussions to overcome these problems.
The minister already wrote a request letter to the Minister of Education to sort out the Islam teachers issues and pointed out that there would be a special meeting with HE President Ranil Wickremesinghe on 02/04/2024.
It was decided that he would do all the talking, and if needed, he would call on NSC to make further submissions.
Meanwhile the minister called the representatives of NSC to have a preliminary discussion prior to the meeting with the Persistent. Accordingly, the team comprising of T.K. Azoor (President of NSC), Rasheed M. Imthiyas (General Secretary), M.J.M. Mansoor (Chairman of the Education Subcommittee) met him in his office on 31/03/2024 and made very useful submissions. Minister Sabri asked the NSC representatives to attend the meeting with the president on 2nd April.
As scheduled, the meeting with the President was held at the Presidential Secretariat with the participation of civil organisations and educationalists of the Muslim society.
T.K. Azoor and Rasheed M. Imthiyas represented the NSC and made their submission.
The following issues were put forward by the NSC team during the discussion:
Absence of Al-Alim Examinations for the past five years.
Appointing Islamic studies teachers in Sinhala medium schools, leading to the proposal to initiate an Islam teaching course in Sinhala, The Madrasa reform proposal, highlighting the urgency to restart the Initiative.
After listening carefully the President instructed the Additional Secretary to the Ministry of Education to submit a report at the next meeting to be held with the President in end-April on how to train teachers to teach Islam in the Sinhala medium.
He also instructed that the Al-Alim examinations be commenced as soon as possible.
Furthermore, he requested to work on the Madrasah Education Act to be completed soon. Accordingly, all the Madrasas are to be brought under the Ministry of Education.
The President reiterated that there will be a meeting at the end of April to review the progress of the matters raised.
SSDF, MLC, Khairiya, Darussalam, Al Hidaya, and Zahira College Colombo also raised many issues, and very positive steps were taken to address them.

ஜனாதிபதியுடனான தேசிய ஷூரா சபையின் சந்திப்பு
முஸ்லிம்களின் கல்விப் பிரச்சினைகள் தொடர்பாக ஜனாதிபதியுடன் தேசிய ஷுறா சபை கலந்துரையாடியது.
இலங்கையில் முஸ்லிம் கல்விப் பிரச்சினைகள் குறித்து தேசிய ஷூரா சபையின் கல்வி உபகுழு சில மாதங்களுக்கு முன்னர் பல்வேறு கலந்துரையாடல்களை மேற்கொண்டு, பல முக்கிய பிரச்சினைகளை அடையாளம் கண்டிருந்தது.
அடையாளம் காணப்பட்ட பிரச்சினைகள் தொடர்பான பின்னணித் தரவுகளை சேகரித்து ஆய்வுக்குட்படுத்தியதோடு, தேசிய சூரா சபையின் கல்வி உபகுழுவின் பிரதிநிதிகள் இரண்டு மாதங்களுக்கு முன்னர் நீதி அமைச்சர் அலி சப்ரியைச் சந்தித்து இவை தொடர்பான விரிவான கலந்துரையாடல்களை மேற்கொண்டிருந்தனர்.
இதன் தொடர்ச்சியாக, இஸ்லாம் பாடத்தை சிங்கள மொழியில் கற்பிப்பதற்கான ஆசிரியர் நியமனம் இடம்பெறுவதற்கான வழிமுறை ஒன்றை உருவாக்குவதை வலியுறுத்தி கல்வி அமைச்சருக்கு கோரிக்கைக் கடிதம் ஒன்றை அமைச்சர் அலி சப்ரி அனுப்பி வைத்திருந்தார். கல்வி அமைச்சு இவ்விடயம் தொடர்பாக எதிர்காலத்தில் நடவடிக்கை எடுப்பதாக அறிவித்திருந்தது. அத்தோடு, அது தொடர்பில் கலந்துரையாட அதிமேதகு ஜனாதிபதி ரணில் விக்கிரமசிங்கவுடன் விசேட சந்திப்பொன்று இடம்பெறவுள்ளதாகவும் அமைச்சர் அலி சப்ரி சுட்டிகாட்டியிருந்தார்.
இதற்கிடையில், ஜனாதிபதியுடனான சந்திப்புக்கு முன்னதாக, அது தொடர்பில் மேலும் கலந்துரையாடுவதற்காக தேசிய சூரா சபையின் பிரதிநிதிகளை அமைச்சர் அழைத்திருந்தார். 31/03/2024 அன்று அமைச்சரின் அலுவலகத்தில் அந்த சந்திப்பு இடம்பெற்றது. இதன் போது ஜனாதிபதியுடனான கலந்துரையாடலில் தேசிய சூரா சபைப் பிரநிதிகளை பங்கேற்குமாறும் அவர் அழைப்புவிடுத்தார்.
அந்தவகையில் திட்டமிட்டபடி, முஸ்லிம் சிவில் அமைப்புகள் மற்றும் புத்திஜீவிகளின் பங்குபற்றுதலுடன் ஜனாதிபதியுடனான சந்திப்பு ஜனாதிபதி செயலகத்தில் இடம்பெற்றது.
தேசிய சூரா சபையின் தலைவர் டி.கே. அசூர், அதன் பொதுச் செயலாளர் ரஷீத் எம். இம்தியாஸ் ஆகியோர் சூரா சபை சார்பாக முன்மொழிவுகளை சமர்ப்பித்தனர்.
ஜனாதிபதியுடனான இக் கலந்துரையாடலின் போது தேசிய சூரா சபையின் பிரதிநிதிகள் பின்வரும் பிரச்சினைகள் ஜனாபதியின் கவனத்திற்கு கொண்டு வந்தனர்.
• கடந்த ஐந்து ஆண்டுகளாக அல்-ஆலிம் பரீட்சைகள் நடைபெறாமை.
• சிங்கள மொழிப் பாடசாலைகளில் இஸ்லாம் பாட ஆசிரியர்கள் நியமனம் உரிய முறையில் இடம்பெறாமை
• அறபு மத்ரஸா சீர்திருத்த முன்மொழிவுகளை அவசரமாக மீள ஆரம்பிப்பித்து நடைமுறைப்படுத்தல்
இப்பிரச்சினைகளை கேட்டறிந்து கொண்ட ஜனாதிபதி அவர்கள், சிங்கள மொழியில் இஸ்லாம் கற்பிக்கும் ஆசிரியர்களுக்கு எவ்வாறு பயிற்சி அளிப்பது என்பது குறித்து எதிர்வரும் ஏப்ரல் மாதம் இடம்பெறவுள்ள ஜனாதிபதியுடன் சந்திப்பில் அறிக்கை சமர்ப்பிக்குமாறு கல்வி அமைச்சின் மேலதிக செயலாளருக்கு பணிப்புரை விடுத்தார். அத்துடன் அல்-ஆலிம் பரீட்சைகளை விரைவில் ஆரம்பிக்குமாறும் அறிவுறுத்தினார்.
மேலும், மத்ரஸா சீர்திருத்த முன்மொழிவை விரைவாக நிறைவுசெய்ய நடவடிக்கை எடுக்குமாறும் கேட்டுக் கொண்டார்

முன்வைக்கப்பட்ட விடயங்களின் முன்னேற்றத்தை மீளாய்வு செய்வதற்கான ஒரு கூட்டம் எதிர்வரும் ஏப்ரல் மாத இறுதியில் இடம்பெறும் என ஜனாதிபதி மீண்டும் வலியுறுத்தினார்.
இச்சந்திப்பில் SSDF, MLC, கைரியா, தாருஸ்ஸலாம், அல் ஹிதாயா மற்றும் கொழும்பு சாஹிரா கல்லூரி முதலியவற்றின் பிரதிநிதிகளும் முஸ்லிம் சமூகத்தின் கல்வியாளர் பலரும் கலந்து கொண்டு பல்வேறு விவகாரங்களை ஜனாதிபதியின் கவனத்திற்கு கொண்டு வந்தனர், அவற்றை நிவர்த்தி செய்வதற்காக சாதகமான பல நடவடிக்கைகள் எடுக்கப்படும் என தேசிய ஷூரா சபை எதிர்பார்க்கிறது.
