அரசியலமைப்புத் திருத்தக் குழுவிற்கு தேசிய ஷூரா சபை சமர்ப்பிக்கவுள்ள முன்மொழிவுகள்:

அரசாங்கத்தால் நியமிக்கட்டுள்ள அரசியலமிப்புத் திருத்தக் குழுவுக்கு சமர்பிப்பதற்கான முன்மொழிவுகள் பற்றிய கலந்துரையாடல்களில் தேசிய சூரா சபை தற்போது ஈடுபட்டு வருகின்றது. இதுவரை இது தொடர்பான இரு அமர்வுகள் (ஜனவரி 23, 31 திகதிகளில்) நடாத்தப்பட்டதுடன், எதிர்வரும் பெப்ரவரி 07 ஆம் திகதி மூன்றாவது அமைர்வை ஏற்பாடு செய்துள்ளது.

அரசியலமைப்புச் சீர்திருத்தம் பற்றி அரசு அறிவித்ததைத் தொடர்ந்து, தேசிய ஷூரா சபை அதன் அங்கத்துவ அமைப்புகள், ஆர்வமுள்ள ஏனைய அமைப்புகள் மற்றும் பொதுமக்களுக்கு தங்களது முன்மொழிவுகளை தேசிய ஷூரா சபைக்கு சமர்ப்பிக்குமாறு வேண்டிக்கொண்டது. இதன் மூலம் இவ்வாறு சமர்ப்பிக்கப்படும் முன்மொழிவுகளை ஒன்றுதிரட்டி அவற்றை நீதித்துறைசார் நிபுணர்களுடன் கலந்தாலோசித்த பின்னர் அரசியலமைப்புத் திருத்தக் குழுவிற்கு உத்தியோகபூர்வமாக சமர்ப்பிக்கப்படவுள்ளது.

இக்கலந்துரையாடல்களினூடாக அடிப்படை உரிமைகளை பலப்படுத்தல், உரிமைகள் மீறப்படுவதைத் தடுக்கும் வழிமுறைகள் உறுதிசெய்தல், தேர்தல் சீர்திருத்தம், அதிகாரப்பகிர்வு, அதிகாரப்பரவலாக்கம் போன்ற விடயங்களுடன் தொடர்பான முன்மொழிவுகள் பற்றி தேசிய ஷூரா சபை ஆராய்ந்து வருகிறது. ஜனநாயக அடிப்படைகள், தேசிய நல்லிணக்கம் மற்றும் இன,மத சகிப்புத்தன்மை என்பற்றை உறுதிசெய்வதை நோக்காகக் கொண்டதாகவே தேசிய ஷூரா சபையின் முன்மொழிவுகள் அமையுவுள்ளன.

அத்தோடு, தேசிய ஷூரா சபை அதன் அங்கத்துவ அமைப்புகள், ஏனைய நிறுவனங்கள் மற்றும் பொதுமக்களுக்கு தத்தமது முன்மொழிவுகளை கீழ்குறிப்பிட்டுள்ள அட்டவணையின் பிரகாரம் தமது பிரதேசங்களில் நேரடியாக அரசியலமைப்புத் திருத்தக் குழுவிற்கு சமர்ப்பிக்குமாறு வேண்டிக்கொள்கிறது.

பொதுமக்களின் முன்மொழிவுகளை தமது மாவட்டத்தின் மாவட்ட செயலாளருக்கு சமர்ப்பித்து பின்னர் திருத்தக் குழுவிற்கு வாய்மூலம் சமர்ப்பிக்க முடியும் அல்லது எழுத்து மூலம் சமிர்ப்பிக்காது நேரடியாவே வாய் மூலம் சமர்ப்பிக்கவும் முடியும்.

NSC to Submit Proposals to the Constitution Committee:

The National Shoora Council is currently in the process of discussing the proposals to be submitted to the Constitution Committee appointed by the government. There were two sittings(23rd & 31st Jan) so far and the third sitting is scheduled for the 7th of February. Upon the announcement made by the government, NSC took the initiative of informing its member organizations and others interested to submit their proposals to the NSC. The idea was to collate these proposals and discuss them with legal experts prior to formally submitting them to the Constitution Committee.

Thus far the focus has been on expanding and strengthening the fundamental rights and also improving on the remedial measures in the event of violation. In addition, NSC will also be looking into other areas like electoral reforms, devolution of powers and the issues concomitant to devolution. The NSC proposals are aimed at stabilizing democratic principles, national reconciliation and ethno religious harmony.

The NSC strongly urges its member organizations, other organization and the general public to submit their proposals directly to the Constitution Committee which will be sitting in their districts as per the schedule below.

Public can send their proposals to the District Secretary (GA) of the respective districts and can make oral presentations to the Committee. Oral presentations can be made even without written submission.
