The National Shoora Council expresses its deepest condolences to all those affected by the cyclone, severe floods, and landslides that have occurred across many parts of Sri Lanka.
Following unprecedented heavy rainfall and cyclone conditions, these disasters have claimed hundreds of lives. Many people are still missing. Hundreds of thousands of families have been displaced after losing their homes. Many are currently staying in refugee camps or in the homes of relatives. Livelihoods and essential infrastructure have suffered severe damage.
At this difficult and challenging time, the National Shoora Council prays for those who have passed away and prays that strength and patience be granted to all who are injured, bereaved, displaced, or suffering due to this calamity.
The Shoora Council urges everyone to reflect upon and act according to the common religious, ethical, and humanitarian principles that emphasise compassion, solidarity, responsibility, and care for one another during times of crisis.
Disasters are considered tests (Ibtilā) from Allah. They remind humanity of the temporary nature of this world and the importance of living with compassion, unity, and mutual support.
Allah ﷻ says: “And We will surely test you with something of fear, hunger, loss of wealth, lives and fruits; but give glad tidings to the patient.” (Qur’an 2:155)
During times of hardship, the Prophet ﷺ taught that the Muslim community must strengthen unity, compassion, and mutual support. Caring for the distressed is among the most virtuous acts of worship.
Community and Donors
The National Shoora Council humbly appeals to all community members, institutions, and donors to extend their support to those affected as part of their religious, moral, and humanitarian responsibility.
- Immediate Relief Assistance
- Provide dry rations, drinking water, cooked meals, and safe shelter.
- Supply essential items such as clothing, bedding, medicine, and hygiene kits.
- Assist in rescuing those trapped and transporting families to safer locations.
- Zakat for Disaster Relief
- Families who have lost homes, property, and livelihoods qualify for Zakat assistance.
- Zakat set aside for Ramadan may be given in advance at this time.
- The wealthy are encouraged to allocate a portion of their Zakat to emergency relief efforts.
- Sadaqah (Charity) and General Donations
Through these contributions, charitable organisations can support:
- Emergency food packs
- Temporary shelter
- Medical assistance
- Cleaning and rebuilding efforts
- Mosque-Based Community Support
- Mosques and community groups are encouraged to:
- Coordinate collection and distribution activities
- Identify the most affected families
- Serve as relief centres for displaced individuals
- Mobilize youth volunteers for field assistance
The NSC requests that all emergency relief efforts are coordinated with the local authorities, including the offices of the Divisional Secretaries and Grama Niladaries to ensure maximum effectiveness.
All affected families are advised to register their details with the relevant authorities.
- Long-Term Planning
Once the immediate danger has reduced, donors and institutions may undertake long-term initiatives such as:
Repairing damaged houses
- Rebuilding livelihoods
- Providing school books and supplies for affected children
- Offering psychosocial counselling where needed
- Promoting compassion, patience, and prayer
The Shoora Council calls upon everyone to act with compassion, unity, and generosity.
Natural disasters remind us of our shared humanity and our duty to support anyone in distress, regardless of race or religion.

அனர்த்த நிலை குறித்த தேசிய ஷூரா சபையின் அறிக்கை
இலங்கையின் பல பகுதிகளிலும் ஏற்பட்டுள்ள வெள்ளப் பெருக்கு மற்றும் நிலச்சரிவுகளால் பாதிக்கப்பட்ட அனைவருக்கும் தேசிய ஷூரா சபை தனது ஆழமான அனுதாபத்தைத் தெரிவித்துக்கொள்கிறது.
வரலாறு காணாத கடுமையான மழையைத் தொடர்ந்து ஏற்பட்ட வெள்ளம் மற்றும் நிலச் சரிவுகளால் நூற்றுக்கணக்கானவர்கள் மரணித்துள்ளனர். பலரும் காணாமல் போயுள்ளனர். இலட்சக் கணக்கான குடும்பங்கள் தமது இல்லிடங்களை இழந்து இடப்பெயர்ந்துள்ளன. அகதி முகாம்களிலும் உறவினர்களது வீடுகளிலும் பலர் தங்கியிருக்கிறார்கள். வாழ்வாதாரங்கள் மற்றும் அத்தியாவசிய உட்கட்டமைப்புகள் கடுமையாக சேதமடைந்துள்ளன.
இந்த இக்கட்டான, கஷ்டமான தருணத்தில் தேசிய ஷூரா சபை மரணமடைந்தவர்களுக்காக பிரார்த்திப்பதுடன், காயமடைந்தவர்கள், சொத்துக்களை இழந்தவர்கள், துன்பப்படுபவர்கள் அனைவருக்கும் மனதைரியமும் பொறுமையும் கிடைக்க வேண்டும் என வல்லவன் அல்லாஹ்வை பிரார்த்திக்கிறது.
அத்துடன் பேரழிவுகளின் போது சமூகத்தில் ஒவ்வொருவரும் கடைபிடிக்க வேண்டிய இஸ்லாம் வலியுறுத்தியுள்ள அம்சங்களை அனைவரும் கருத்திற் கொண்டு செயல்பட வேண்டும் எனவும் இந்நேரத்தில் ஷுரா சபை வேண்டிக் கொள்கிறது.
அனர்த்தங்கள் அல்லாஹ்விடமிருந்து வரும் சோதனை(இப்திலா)களாகும். அவை இந்த உலகின் தற்காலிக தன்மையையும், இரக்கமாகவும் பரஸ்பரம் ஒற்றுமையாகவும் வாழ்வதன் முக்கியத்துவத்தையும் மனித குலத்திற்கு நினைவூட்டுகின்றன.
அல்லாஹ் ﷻ : ‘நிச்சயமாக அச்சம், பசி, செல்வங்கள், உயிர்கள் மற்றும் விளைபொருட்களில் சிலவற்றை குறைப்பது ஆகியவற்றைக் கொண்டு நாம் உங்களைச் சோதிப்போம். ஆனால், பொறுமையாளர்களுக்கு நீர் நற்செய்தி கூறுவீராக!’ (அல்குர்ஆன் 2:155) எனக் கூறுகிறான்.
துன்ப காலங்களில், முஸ்லிம் சமூகம் ஒற்றுமை, கருணை மற்றும் பரஸ்பர ஆதரவை வலுப்படுத்த வேண்டும் என்று நபிகள் நாயகம் ﷺ போதித்தார்கள். துயரப்படுவோரைப் பராமரிப்பது மிகச் சிறந்த வணக்கச் செயல்களில் ஒன்றாகும்.
அரசாங்கமும் பணிகளும்
நாட்டின் அனைத்து மாவட்டங்களும் பாதிக்கப்பட்டுள்ள இந்நிலையில் அரசாங்கம் பல்வேறு பணிகளை முன்னெடுத்து வருகிறது. இக்கட்டான இச்சந்தர்ப்பத்தில் அரசாங்கத்தின் முன்னெடுப்புக்களுக்கு இனமத, கட்சி, கொள்கை பேதமின்றி அனைவரும் ஆதரவளித்து, இத்துன்பியல் நிகழ்விலிருந்து நாட்டையும் மக்களையும் விடுவிக்க பாடுபடுமாறு தேசிய ஷுரா சபை மக்களைக் கேட்டுக் கொள்கிறது.
அத்துடன் அரசாங்கத்தினால் வழங்கப்படும் நிவாரணங்களையும் உதவிகளையும் இழப்பீடுகளையும் உரிய கிராம சேவகர்களை அணுகி, முறையான பதிவுகளை மேற்கொள்வதன் மூலம் அவற்றை பெற்றுக் கொள்ள முயற்சிக்குமாறும் மேலும் மக்களை சூரா சபை வேண்டிக் கொள்கிறது.
சமூகமும் நன்கொடையாளர்களும்
சமூகத்தின் அனைத்து உறுப்பினர்கள், நிறுவனங்கள் மற்றும் நன்கொடையாளர்கள் இஸ்லாமிய மற்றும் மனிதாபிமான கடமைகள் மூலம் பாதிக்கப்பட்டவர்களுக்கு பின்வரும் வகைகளில் ஆதரவுக் கரம் நீட்டும் படி தேசிய ஷூரா சபை பணிவாக வேண்டிக் கொள்கிறது.
- உடனடி நிவாரண உதவி
- உலர் உணவுப் பொருட்கள், குடிநீர், சமைத்த உணவு மற்றும் பாதுகாப்பான தங்குமிடங்களை வழங்குதல்.
- ஆடை, படுக்கை, மருந்து மற்றும் சுகாதாரப் பெட்டிகள் போன்ற அத்தியாவசியப் பொருட்களை வழங்குதல்.
- வெள்ளத்தில் சிக்கியவர்களை மீட்பதற்கும், குடும்பங்களை பாதுகாப்பான இடங்களுக்கு கொண்டு செல்வதற்கும் உதவுதல்.
- அனர்த்த நிவாரணத்திற்கான ஸகாத்
- வீடுகள், சொத்துக்கள், வாழ்வாதாரங்களை இழந்த குடும்பங்கள் ஸகாத் உதவிக்கு தகுதியுடையவர்களாவர்கள்.
- ரமழானில் கொடுப்பதற்கென்று வைத்திருந்த ஸகாத்தை இப்போதே முன்கூட்டியே கொடுக்க முடியும்.
- செல்வந்தர்கள் தமது ஸகாத்தின் ஒரு பகுதியை அவசர நிவாரணத்திற்காக ஒதுக்க முடியும்.
- ஸதகா(தர்மம்) மற்றும் பொது நன்கொடைகள்
இவற்றின் மூலம் தன்னார்வ நிறுவனங்கள் பின்வருவனவற்றுக்கு பெரிதும் உதவலாம்:
- அவசர உணவுப் பொதிகள்
- தற்காலிக தங்குமிடம்
- மருத்துவ ஆதரவு
- சுத்தம் மற்றும் மறுசீரமைப்புப் பணிகள்
- மஸ்ஜிதுகளை மையப்படுத்திய சமூக ஆதரவு
பள்ளிவாசல்கள் மற்றும் சமூகக் குழுக்கள் பின்வருவனவற்றைச் செய்ய ஊக்குவிக்கப்படுகின்றன:
- சேகரிப்பு மற்றும் விநியோக நடவடிக்கைகளை ஒருங்கிணைத்தல்
- மிகவும் பாதிக்கப்பட்ட குடும்பங்களைக் கண்டறிதல்
- இடம்பெயர்ந்தவர்களுக்கான நிவாரண மையங்களாகச் செயல்படுதல்
- கள உதவிக்காக இளைஞர் தொண்டர்களை அணிதிரட்டுதல்
- நீண்டகால திட்டம்
உடனடி ஆபத்து நிலை குறைந்தவுடன், நன்கொடையாளர்களும் நிறுவனங்களும் நீண்ட கால திட்டங்களாக பின்வருவனவற்றை நடைமுறைப்படுத்தலாம்.
- சேதமடைந்த வீடுகளை சீரமைத்தல்
- வாழ்வாதாரங்களை மீண்டும் கட்டியெழுப்புதல்
- பாடசாலைக் குழந்தைகளுக்கு புத்தகங்கள் மற்றும் பொருட்களை வழங்குதல்
- தேவைப்படும் இடங்களில் உளவியல் ஆலோசனைகளை வழங்குதல்
- இரக்கம், பொறுமை மற்றும் பிரார்த்தனையை ஊக்குவித்தல்.
அனைவருக்காக பட்சாதாபப்பட்டு, ஒற்றுமை மற்றும் தாராள மனப்பான்மையுடன் செயல்படும்படி ஷூரா சபை அனைவருக்கும் அழைப்பு விடுக்கிறது.
இயற்கைப் பேரழிவுகள் நமது மனிதநேயத்தையும், இனம், மதம் பாராமல் துயரத்தில் உள்ளவர்களுக்கு ஆதரவளிக்கும் இஸ்லாமிய கடமையையும் நமக்கு நினைவூட்டுகின்றன.
நாட்டிற்கான பிரார்த்தனை
‘யா அல்லாஹ், இலங்கை மக்களை மேலும் பாதிப்பிலிருந்து பாதுகாப்பாயாக. காயமடைந்தவர்களை குணப்படுத்துவாயாக. மேலும் கஷ்டத்தில் உள்ளவர்களுக்கு நிவாரணம் அளிப்பாயாக. அவர்களின் வீடுகள் மற்றும் வாழ்வாதாரங்களை மீட்டெடுக்க உதவி செய்வாயாக. எங்கள் தேசத்தை பாக்கியமான பூமியாக மாற்றுவாயாக. இரக்கம் மற்றும் நேர்மையுடன் எங்கள் இதயங்களை ஒன்றிணைப்பாயாக!’
